RUSSIA PANIC: Two Russian Navy Escorts Three NATO Warships in Black Sea on Way to Ukraine - Two Russian warships are escorting three frigates of the NATO in the Black Sea, Russian media reported Friday. The Ivan Khurs reconnaissance ship and the Vasily Bykov corvette of the Russia Black Sea Fleet are monitoring the movement of the NATO vessels, TASS news agency said, quoting the National Defense Management Center. Turkish DNA agency reported earlier in the day that three frigates, Canadian Toronto, Spanish Santa Maria and Dutch Evertsen, have passed the Bosporus Strait on their way to the Black Sea. The commander of a NATO maritime group said Dutch, Spanish, Canadian, Turkish, Romanian and Bulgarian frigates entered the Black Sea on Thursday. The warships are part of the alliance’s defense cooperation exercises taking place on April 8-12. Two of the frigates are scheduled to make a port call in the Ukrainian city of Odessa on April 1. The NATO has been conducting exercises with Georgia, located on the Black Sea, From March 18 to March 29, involving 343 military and civilian personnel from 21 NATO members, Azerbaijan, Sweden and Georgia. NATO Secretary General Jens Stoltenberg expressed "concerns about Russia's military build-up in the Black Sea region" at a press conference on Monday in Georgia's capital of Tbilisi. Stoltenberg said NATO has increased its presence in the Black Sea to address the "security challenges." Russia has just completed drills in Crimea, involving more than 1,500 paratroopers, over 300 pieces of equipment, warplanes, helicopters and large landing ships, the Russian Defense Ministry said Friday. NATO and Russian military maneuvers were conducted ahead of the Ukrainian presidential election on March 31, when incumbent President Petro Poroshenko will seek a re-election. Russia issued a statement criticizing “frequent visitors” to the Black Sea in January, when the U.S. Navy-guided missile destroyer Donald Cook entered the region. The Russian Black Sea fleet began monitoring the warship at the time as well. According to international law, vessels belonging to states that do not border the Black Sea path are allowed to stay there for no more than 21 days. As per the statement released by U.S. 6th Fleet, “ Ross is conducting maritime security operations and enhancing regional maritime stability, combined readiness and naval capability with NATO allies and regional partners,” Cmdr. Turkish news agency DHA (Demiroren Haber Ajansı) tweeted the video of the passage of a group of NATO warships across the Bosphorus. Dutch destroyer Evertsen, Canadian frigate Toronto, Spanish frigate Santa Maria, Turkish frigate Gelibolu, and French auxiliary ship Var traveled through the strait on Thursday evening March 29, 2019 and entered the Black Sea. A large number of military men was noticed on the decks of the ships. Russian warships of the Black Sea fleet set out to sea to escort the group of NATO ships that had entered the waters of the Black Sea. It is expected that the Canadian and Spanish frigates will arrive in Odessa on April 1. The captains of foreign warships will meet with representatives of local authorities and the Armed Forces of Ukraine. Reportedly, after visiting the port of Odessa, the frigates will take part in Sea Shield manoeuvres together with other ships of the alliance and naval forces of Ukraine. The public announcement of a possible NATO operation in the Kerch Strait is itself a move undermining the shaky stability created after the incident of November 25, 2018, when Russian coastal guards detained 3 ships of the Ukrainian Navy, which were attempting to enter the Kerch Strait in a way which violated the established norms and rules. Then, Moscow’s actions gave rise to large-scale hysteria in mainstream and Ukrainian media outlets. However, the situation developed no further. Ukraine’s “partners” limited their response to formal declarations. It was clear that the Kiev government was the side that had provoked the conflict. Before and after the Kerch Strait incident Ukrainian ships were passing the strait after going through the formal procedures established in this area.

The Black Sea bumping incident amounted to little as diplomatic fracases go. In part that’s because the setting differed markedly from the Western Pacific today. The U.S. task force cruised along mainland Soviet shores where no one disputed Moscow’s sovereignty. This was not contested turf like China’s South China islands—ground wrested from China’s neighbors or manufactured wholesale. That muted tempers. So did the slight damage to Yorktown. Nor was there any loss of life. There was little to fire a public outcry in either capital. What would happen should a U.S. Navy warship collide with a Chinese vessel while demonstrating on behalf of freedom of the sea? This hasn’t been a trivial or hypothetical question since at least April 2001, when a Chinese fighter jet hotdogging near a U.S. Navy EP-3 surveillance plane slammed into the American aircraft, kindling a diplomatic crisis between the Chinese Communlst Party leadership and the newly installed administration of President George W. Bush. This aerial encounter furnished advance warning of what might happen on the surface below. Last weekend the question took on new urgency. On Sunday morning a People’s Liberation Army Navy (PLAN) Type 052C destroyer cut across the bow of the destroyer USS Decatur as Decatur made a close pass by Gaven Reef in the South China Sea. Estimates vary, but it appears the PLAN ship passed somewhere within 45 feet and 45 yards of its American counterpart—compelling the Decatur bridge crew to maneuver to avoid a collision. The imagery is striking. Whatever the actual range, terming this conduct “unsafe and unprofessional”—in the U.S. Pacific Command’s anodyne phrasing—understates how close the vessels came to disaster.
